1890 S Morgan, DDR? 17QQ? 1722?

Please help me to identify, what's under the 8, the 9 and the 0. The mint mark also is above something like a 7. Thank a lot for your help.

I can see signs of a die clash on that highly polished coin.
The bottom edge of the motto looks doubled.

I really can't tell anything about the Date from the picture! However, the Reverse appears to have had the Lettering re-cut and yes, that is a Die Clash extending from between the "D" and "O" of DOLLAR to the Mintmark. I will try to edit the picture of the Date to see if I can see something but if there is, I suspect that it may be a Die Clash.

There is alot of evidence on this coin of doubling I cropped the date and made it larger looks like Machine Doubling also on the profile ,but not sure I don;t think it's on over date either I have to examine it further

My two important questions are. It's a 7 under the 8 and It's a DDR Morgan dollar?
