It is definitely a proof, and am pretty sure it hasn't been circulated. No corrosion, but possibly cleaned and has some carbon spots. Rare, maybe to an extent. 32,600 to be exact. I happen to have a PR63 Red NGC slabbed cent and its an beauty. A small hit on the nose is what gives it a low grade. Barely noticeable except to the trained collector. Your coin appears to be a proof. I'd bet on it. To nice to have been whizzed. Yet it has much surface contact, for a proof. PR60+ unless it is much better in hand. Pictures suck, when it comes to giving a coin a true evaluation for grading. Keep on Collecting!!!
