Well first, the writing on the back certainly doesn't help.
However, it seems strange because it looks like there was something were the district seal used to be.
Can you scan it? So we can get a high quality image? Or at least take a close up like you did in the first image, but near where the "K" should be?

Would be interesting to know if the auto is someone famous - if not - too bad. Not sure of value but it looks legit - would probably be worth having it authenticated by a TPG company.

They will probably charge you around $35 (I am guessing) but it will help when you sell it. PCGS or PMG are the two biggest for notes.

It's obviously an error note.
Commonly called a "Shifted" or Misaligned" Overprint.
I don't know what the signature is, but it doesn't seem to be the initials of either the Treasurer, or the Secretary of the Treasury.
Upon checking completed auctions, for similar circulated error notes, I'd estimate the value to be between $10 and $20.
I would strongly advise against spending money on it with a TPG.
There's no doubt as to what it is.
