Question Washington new state quarter/stamped copy across head

I have a new state quarter/ Washington state issued in 2004. how can that be? Washington quarters were issued in 2007. It also is stamped copy on front and has picture of a tower.

Might be a Daniel Carr parody quarter.

Nope, checked and he didn't do a Washington state quarter.
