I ratted on him. Thats a SELLER that knows what hes selling. Some times you can find a real good deal on ebay, Or come across some one selling something well beyond there knowledge and score big time. But NO in the case of the tooled mint mark and blurry pic.

The pic is actually pretty good. It clearly shows this is bogus. Looks like a blob of solder on a '16-P.
