Silver canadian penny

I recently stumbled apon a 2003 silver canadian penny in a new penny roll form the bank. It looks like it was made from a dime blank or something, although its as large as a penny and a tad bigger than a dime. I would like to know if anyone knows about such a thing and if it has a certain value to it.
