need help with id

the diameter is 21 cm approximately, except this IOVI under a kind of animal (maybe), maybe an ox, or a wolf etc. and to sides the bases of two palms, over all that a kind of gamma , V, A, and... this is all, let's hope to identify it, (my first suspect was about a provincial roman coin) ...
