2001 Rhode Island Error????

Please help new to collecting and was wondering if this is an error. It is a 2001 Rhode Island state quarter. There is no shine on it, leaving it looking dull. I got this in change and it caught my eye. Please help. Thank you.

Not an expert, but my guess is it was darkened due to something that happened to it post-mint, and thus wouldn't be an error. If anyone has a more expert opinion feel free to post it here though.

I'd weigh it... if it comes up underweight may be missing clad layers or something... nothing about it stands out to me as an error though, but I could well be wrong.
