2002 Roosevelt dime upside down error "2"

I bought this at a garage sale for 20 cents a few days ago. Not really into dimes so it looked really interesting though just wondering what type of error this is?

See if you can get a better close up of the date. My first thought is post mint shenanigans, somebody tooled it.

My first reaction was that it is a 2007-D which either has debris dropped from the die or one that someone messed with. I would really like to see a close-up of the last digit.
