Here's something I just found on a 1996 quarter. I've given plenty of views of the eye. What is the cause and is this considered an error ? Is it collectible?
Not trying to double post on purpose, but felt would be better in error section, and I couldn't edit this title so I posted there.

Not sure what caused this, but it doesn't look like it's PMD. Pretty cool though. Hopefully some of the error experts will chime in soon on this as I would be interested in knowing more about it too.
