Question about 2001 Ten Dollar Bill

I came across a 2001 Ten Dollar Bill today with arkings on the back that I have never seen before. I'm not a collector but curious as to what they might mean. Someone also has autographed the note, again I have no clue who or why, but probably someone noteable. On the upper right side is the word "Ariel" and on the left edge is the letter "I" the logo with a "SF" and the letters "D.C".

I appreciate the education. Thanks in advance. Click here to enlarge

The "Ariel" and DC appear to have been added after printing as they are a different ink than was used to print the bill. As to what they mean, I have no idea.

But it would still be interesting to know what they were added for and who's signature that is. I was hoping someone here might know.

The small markings are similar to chopmarks on US Trade Dollars. TYhey are put on the notes by merchants to verify the notes are not counterfeit. Usually they are seen on $100.00, $50.00 and $20.00 notes. This is the first I have seen them on a $10.00.

    The signature is indicipherable.
