The word "better" is very subjective. If you look at the mintages for AGEs, there is just about always a greater number of uncirculated coins compared to proof coins. So the proof coins are almost always more valuable unless there is some sort of abnormal event such as the 1999W uncirculated coins made from proof dies.
The proofs will start out costing more, and will probably end up being more valuable. It's a coin flip as to which one will be "better."
I'm inclined to wait a bit and buy the coin slabbed as MS69 or proof 69 when these become available. I think the authentication and grading is worth a few extra bucks in the long run. I always suspect that dealers pick out all of the best coins to be slabbed and sell the inferior coins raw. But that's just me.
