Question World Coin NGC No Grade

I have a general question about a NGC "No Grade"
I recently received back five gold coins I sent to NGC for grading and recieved this one back with a "no grade" due to improper cleaning of the obverse.



I have looked at it again and again under a 16X loupe and can not see anything unusual ( of course I'm no expert). Is there a chance that if I would resubmit it to NGC or maybe PCGS that the results could be different or is this type of "no grade" pretty fail proof.

My other results were very positive:
1950 Saudi Arabia Guinea = MS-67
1977 Panama 100 Balboa = PF 69 Ultra Cameo
1751 Netherlands 14 Gulden (Holland)= AU-55
1760 Netherlands 7 Gulden (Utrecht) = MS-61

The TPGS are not infallible by any strech of the imagination. They might bag it this time, and grade it next time. They might also keep bagging it. If you really want it in a holder, you can send it to NCS.

Sometimes gold can be a bear when trying to detect cleaning - there has been many a dealer & collector who couldn't detect it.

That being said, I do agree with Charlie's comments.
