Peter, no I do not. When I needed to back up the PayPal account, I opened a PayPal credit card (Citi-Bank ?) instead. Although, I have transfered funds to my bank and made payments on the credit card from my bank, that is the only connection I have.

There are "Trade" systems out there for forums, I know one forum I used to frequent uses one.

The only times I've ever been ripped off online is when I've used Paypal. And, no, they did not stand behind me even though I filed cases each time and they ruled in my favor, they never refunded the money. And, that's probably as much as I should say about it because Ebay/Paypal has used intimidation against me before to get me to remove threads from this forum and I can't afford to have them freeze my accounts with them again.

There's a reason most people hate paypal.

Now Peter, I understand if you can not get into details with what this question states.
But, how in God's name did they use intimidation against you over things you own? I'm well aware that the intimidation of which you speak would be account's being frozen or suspended, but how did they find the threads that you are speaking of, and how is that even a legal thing to do?
Let's say there is a teacher. One student constantly criticizes her for his/her wrong doings, and other's agree. The teacher then hears about this and then forces the student to stop by intimidation. (This meaning, giving 0's instead of the grade he/she deserves.)
In a way this is the same situation. You've worked hard for, and own this forum. This is yours, and you can shut it down at any minute. Now because you said, or your members had said bad things, eBay has forced you to remove the threads? They are a third party, they have no power over this forum, and they cannot shut it down. So they used something very petty against you, freezing accounts until their "good" name was cleared on your forum.
Peter, that is absolute BS.
How did they find out about things that happen on this forum, and why are their claims against you any more valid over claims that you and your members make about them?

However, they have changed their policies about 2 years ago and again the beginning of this year. From what I can understand, today you are now pretty much guaranteed a refund if you have a problem on eBay, but I am not sure about outside eBay.

Man, all I am gonna say is this is scary. I think I will continue to keep my transactions to the same level as I am willing to lose in a slot machine. That way, if I do get ripped off, I can mark it down as educational expenses ? Seriously, freezing a bank account over a "personal" dispute seems just about as unethical as can be. Probably violates several banking regulations under international laws ?

Paypal isn't a bank. Banking regulations do not apply to them.

Although I agree personal disputes should not in anyway affect our banking, I would much prefer that than to have any international laws regulating our personal banking.
