Unhappy posting every 30 seconds

a message says we can only post every 30 seconds. whats that about?

So that people don't post nonstop and flood the site. Also, people with dial-up might click "submit" over and over and end up submitting the same reply 12 times. Mainly it's for spammers and flooders though.

Actually, it's more for the spambots than people, but yes it does help combat the manual spammers too.
