The degree of hairlines is usually the major determinant of the grade for Proof coins. And hairlines usually don't show up well, if at all in images. I would bet, just based on the odds and populations, that 1) the coin has obvious flaws (in the form of hairlines) and 2) grades nowhere near a 70. And that's even if it's a nice/quality example.
