Something people who use ebay should understand. Even if the seller has no refund policy stated, when you use paypal you are covered by their buyer protection. If your coin arrives significantly not as described (snad).
File a dispute. For items $250. and less send it back with delivery confirmation. Over $250. use signature confirmation.
This is a huge headache for sellers since they can no longer neg buyers.
