If I read their rules correctly, as a seller, ebay requires you to list in your postings that you will accept only PayPal, and prohibits you from listing that you will take other forms of payment (except in certain categories such as motors).
None of that prevents a buyer from contacting the seller by email or phone and arranging other forms of payment. A seller could include in the listing something like, "Email/call for payment details."
I wonder, though, if ebay will start monitoring the completed auctions to see if a paypal payment had been made and then taking action against the seller or buyer involved if they have bypassed PayPal.
