Tough call.
I wouldn't expect PCGS to slab a coin with that many obvious lines if they thought they were from a cleaning.
And I don't think they can claim "old cleaning/retoned" as has been done sometimes.
BUT
If the lines were the result of die polishing I would expect them to run right up to the devices.
Since there appears to be untouched "borders" around all the devices I'm going to go with CLEANED.
