Um, what? Quarter dollars have been minted since 1796, and Philadelphia was the first to mint them.

Even if you want to be strict about the coin having to say "quarter dollar" on it rather than "25c" to call it a quarter dollar... then it still would have been minted since 1838, again in Philadelphia first.
