Personally, I think it's a pretty neat idea. As a new collector with little experience, I can use the help of an experienced dealer to help me grade my coins. This forum has helped me immensely, but without having someone look at my coins in hand, it's tough to have them graded by photos alone.
And I also believe that a dealer should be able to charge for the service, as it requires a special skill. The market will ultimately judge whether or not Mr. Fox's grading is accurate or not (and it seems he is fully aware of that).
