Example, by using the Search All Titles function - search the 2nd Congress using the key word, coin, and then on the results page by clicking on the first link -
Statutes at Large, 2nd Congress, 1st Session, Pages 226 through 286 and by scrolling down and viewing the summary of page contents you will find the staute for the establishment of the US Mint on page on page 246. On subsequent pages you will find statutes establishing officers of the mint, species of coins to be struck, proportional value of gold to silver - and so on and so on.
