morgan grade question

What i have here is 2 1882cc. The top one is graded ms63 and the bottom on is graded ms64. My question is what is keeping the 63 from going to a 64. From what i see they both look like they have pretty much the same hits. I'm sure I am missing something. These ms grades are kinda tough for me. One little thing can make or break a grade. Would like to get some imput from others as to what the differences are that make these 2 different grades. Thanks for the help.
