eBay claimed that it would be cracking down on this practice, which shows up in other categories as well. Obviously that would be to their benefit...

Amazon.com's used book mart mandates what the shipping charges are to be. No wiggle room. I like that as a buyer but it's not so good as the seller, I suppose.
