This is exactly what I mean. Minting them in sets, even limited quantity sets, would help minimize the cost of making them. Even better, if they find an allow that works, sets would still be nice.

It depends. What do you want to collect? I personally keep all wheats for interest sake. If you want to hoard copper, pre-82 wheats are good for that.
