It's not a coin, it's a token. Some tokens can be valuable, but most are not. I admit that I cannot attribute this specific token, but it appears to be a generic token of recent mintage, and I will go out on a limb and say it has no significant value.
It looks very much like the tokens given out by gas stations in the late 60's or early 70's. I believe it was Shell.
You're right about Shell but those were mostly aluminum. Maybe previous to the aluminum ones they gave out these ones, I don't know. :thumb: I have an aluminum one, it's a Roosevelt. $1.00
It looks like part of a set that Shell gas stations gave out in the late 80's-early 90's. My uncle has the full set and the set(complete) is wort about 10 dollars. So, it is probably not worth much. Sorry
