I don't really know the series, but it does have some areas that are lighter than others (around the stars, banner). It may be the strike. Just because its in a tpg holder doesn't mean its not cleaned.

I'm no professional, but it does seem to be cleaned. Look around the stars as well as the date and there is darker shades, possibly indicating the original color/ luster of the coin, JMO.

I wouldn't expect PCGS to slab a coin with that many obvious lines if they thought they were from a cleaning.
And I don't think they can claim "old cleaning/retoned" as has been done sometimes. BUT
If the lines were the result of die polishing I would expect them to run right up to the devices.
Since there appears to be untouched "borders" around all the devices I'm going to go with CLEANED.

Dipped - definitely. Harshly cleaned - no. That coin just received some very rough handling at the time it was new. And it appears that it was put away for a very long time shortly afterwards.
PCGS gives these coins (seated dollars) a wide latitude for dipping/mishandling. If they didn't, there would be about two dozen slabbed for all dates.
This coin looks dipped, but doesn't look otherwise cleaned. These coins were big, and many were prooflike, and those combined characteristics make for some fugly circulated examples in AU grades.
It look harshly cleaned to me as well, the lines on the obverse are symmetrical. There many more coins that's not nearly as cleaned in apperance, yet are bodybagged....
The reason I think it is cleaned is that for a coin in this grade, there should be a lot more luster remaining- what I see is clinging to the edges of the devices. There also seem to be a lot of parallel hairlines, more than what I would expect from just circulation. The dipping speaks for itself.
